I. Introduction
The Inter-University Council for East Africa (IUCEA) is an institution of the East African Community (EAC) responsible for the coordination of higher educational development and research in the EAC region. The mission of IUCEA is to encourage and develop mutually beneficial collaborations between and among the member universities, governments, and other organisations, both public and private.
Kyungdong University (KDU) Global, a fully accredited private university in South Korea, partners with IUCEA to offer scholarships to students from EAC member countries (Burundi, Kenya, Rwanda, South Sudan, Tanzania, Uganda, the Democratic Republic of Congo, and the Federal Republic of Somalia).

II. Scholarship Description
- Target Level: Graduate degree (Master’s degree)
- Majors offered:
- Master of Engineering in Artificial Intelligence and Data Science
- Master of Arts in International Business Administration
- Master of Arts in International Hospitality and Tourism Management
- Medium of instruction: 100% English medium of instruction
- Research Track: 4 semesters (2 years)
- Coursework Track: 5 semesters (2.5 years)
- Expected commencement: March 2026
III. Scholarship Benefits:
Kyungdong University Global Scholarship covers:
- Full tuition fee of $5,000 for the first semester (by KDU Global) subject to compliance with KDU Global internal rules and regulations.
- The students cover the dormitory expenses of $1100/semester.
- Students/parents provide for other initial and personal expenses (e.g., airfare, application fee, health insurance).
- 2nd Semester Scholarship and Onwards: The tuition to be paid after the “KDU Global Partial Graduate Scholarship” depends on students’ academic performance in their first semester at KDU Global:
- 50% scholarship for 80-89 average mark: remaining balance: $2500
- Students with an average mark of 90 or more will receive a 70% scholarship. remaining balance $1500,
*KDU Global provides part-time student job assistance during the study program.
IV. Entry Requirements
Applicants must meet the following general eligibility requirements:
- Citizens and residents of East African Community Partner States (Burundi, Kenya, Rwanda, South Sudan, Tanzania, Uganda, the Democratic Republic of Congo, and the Federal Republic of Somalia).
- Undergraduate Degree Diploma and Transcripts.
- An English Proficiency Certificate with a minimum of IELTS 5.5 or TOEFL IBT 71 or higher is a mandatory document for both admission and visa procedures.
- Bank Statement & Balance Certificate Selected applicants are required to present a 6-month bank statement and a bank balance certificate from a sponsor showing over $16,000 prior to their final admission to KDU Global. TThe sponsor must be either the applicant’s parents or the applicant themselves. IIn cases where the parents are deceased, biological siblings may serve as sponsors.
V. Selection Process All applicants will undergo a merit-based two-stage selection process.
Stage I:

1.0 Introduction
The Inter-University Council for East Africa (IUCEA) wishes to invite applicants to participate in the 2025/2026 Staff Mobility Programme in the EAC Partner States for IUCEA member universities.
The objective of the Staff Mobility Programme is to encourage the sharing of academic human resources and the exchange of knowledge, skills, and experiences in order to address challenges related to capacity gaps in member universities and enhance the attainment of outputs related to the goals of EAC as a common higher education area and regional integration. Participants in the exchange program are expected to offer their services in teaching, research, external examination, program accreditation, and community engagement.
2.0 IUCEA invite:
- Member universities that wish to receive visiting Staff from universities in the other EAC Partner States and
- Academic staff from member universities who would like to offer some or all the services under the Staff Mobility Programme to universities in the region but outside the country where the home university is located, and not in the country of nationality of the visiting staff. IUCEA Member Universities are at http//: www.iucea.org under Membership.
3.0 Duration
The Staff Mobility program under this call is for a maximum of 4 months (equivalent to one semester), ten (10) working days for External Examination, and five (5) days for program accreditation.
4.0 Eligibility
The applicants must fulfil the following criteria:
- A Host/Home Institution being an active member of IUCEA (paying subscription fees with not more than one (2) year of arrears).
- An applying staff member affiliated with an active member of the University of IUCEA.
- The academic staff have an academic rank of either lecturer, senior lecturer, associate professor, or professor.
- The Host University is a member university located in a Partner State other than the Home University, which differs from the applicant’s country of origin.

The Staff Mobility Programme at IUCEA is designed for IUCEA member institutions that are interested in receiving academic services such as teaching, external examination, and program accreditation, from academic staff from other member institutions in the East African Community outside their home country. Background Information
The East African Community Academic and Research Network for Regional Integration (EACARNRI) was launched on June 23, 2023, in Kigali, Rwanda, thanks to the efforts of the Inter University Council of East Africa and the Jean Monnet Centre of Excellence. The launch of the Network signified a new dawn in tapping the expertise of academics and researchers in the acceleration of the East African regional integration process for socio-economic development of the Region. The need for the launch of EACARNRI was premised on the fact that the voice of academics and researchers in regional integration has been lacking in the EAC integration process. This is despite the fact that they can play an instrumental role in accelerating the East African integration process by informing policy decisions through cutting edge research and training the human resources with the necessary skills to tackle the challenges of the region. This being the case, the EACARNRI has organized its first International Conference focusing on the theme ‘The Role of Academics and Researchers in East African Community Integration’.

Background
The Inter-University Council for East Africa (IUCEA) invites suitably qualified students who are nationals of the East African Community (EAC) Partner States to apply for the EAC Student Mobility Scholarship Scheme (EAC-SMS) for the academic year 2025/2026.
What is the EAC-SMS?
The EAC-SMS is a regional scholarship programme designed to promote student exchange across the EAC Partner States. It supports students to pursue undergraduate, Master’s, and PhD studies at universities in a Partner State other than their own.
Scholarship Coverage
This is a cost-sharing programme supported by:
- Host universities: Waive tuition and examination fees for students from other Partner States.
- IUCEA Secretariat: Covers travel expenses, health insurance, and research costs.
- Parents/Guardians/Students: Cover remaining costs such as accommodation and daily living expenses through personal means or other available support schemes.

Eligibility Criteria
The following are the eligibility criteria for applicants to EAC-SMS:
- Be a national and resident of a partner state in the East African Community. (Provide national ID/Passport/Birth Certificate).
- Willing to apply to an eligible program (provided in Table 1) offered by a university in a country other than their countries of citizenship (g. applicants from the Republic of Uganda are eligible only if they apply to a participating university from other countries of the EAC other than Republic of Uganda).
- Excellent academic performance records as per programs’ entry requirements provided by participating universities.
- Possess at least an Upper Second-Class Honours or “Distinction” or equivalent if applying for Master’s and PhD programs.
- Age limit (less than 35 and 45 for Master’s and PhD programs, respectively, at the time of application
- Work experience will be an added advantage for PhD programs.
Responsibilities
A . IUCEA– Inter-University Council for East Africa
- Provide medical insurance.
- Provide transport facilitation by road whenever applicable at the beginning and end of the academic program.
- Provide Master’s and PhD students with a lump sum for research (after completion of coursework and approval of thesis proposal).
B . Member Universities
- Offer scholarships through tuition and examination fee waivers.
- Offer admission and induction to the scholarship awardees.
- Provide a contact person to be a liaison between IUCEA and parents/guardians.
Monitor and provide regular progress reports on the performance of scholarship beneficiaries
C . Students
- Cater for accommodation and living expenses.
- Cater for other university fees except tuition and examination fees provided in the scholarship.
- Provide any other material/ information as may be required.
- Gather the necessary documents from the universities of their choice in the region that offer programs under the scholarship scheme. (cfr Table 2)
- Submit regular progress reports on their academic performance and social welfare to IUCEA, the University, and Parents as required under the Scheme.
Application Process
The application process is two-fold, and each MUST be completed separately.:
- Application for admission: An applicant shall identify the programme and university of their choice from amongst the eligible programmes as presented in Table 1. Table 2 contains the university admission links for each university that offered scholarships.
Applicants are required to consider the programme admission requirements that are provided by universities.

- Application for the EAC-SMS Scholarship: Application for the EAC-SMS scholarship shall be made through the IUCEA website as follows:

The following are the required documents which will support the application:
- A letter of motivation for applying for the scholarship.
- Up-to-date and signed Curriculum Vitae.
- Certified copies of all academic certificates and transcripts.
- A copy of the university Application Form and its attachments
- A recent passport photograph in the colour of your head and upper shoulders.
- Evidence of Nationality of a Partner State in the East African Community, such as a copy of the national identity card/ passport/birth certificate.
- Proof of Residency (provide a certificate from the local government)
- Provide evidence of any awards, e.g., leadership, community service, etc.
- Any other evidence required in the application form, e.g., medical reports, letters of reference, etc.
Submit the required documents in PDF format, zipped in one folder, electronically to eacsms@iucea.org. Indicate the subject line of your submission email with YOUR NAME, EAC-SMS Application, MONTH & YEAR, e.g., Amani Africa, EAC-SMS Application, 30th June 2025.
NOTE:
- Applicants for EAC-SMS scholarships are not required to apply for admission directly to universities instead they should submit their applications for scholarship with all documents required for admission to IUCEA.
- IUCEA will receive and process all application documents for qualified candidate and submit the relevant documents for admission directly to universities.
- There is no need for applicants of EAC-SMS to pay for application fees to universities
Application Deadlines
- Admission deadlines shall be provided by the university admission systems
- The deadline for applying for the EAC-SMS scholarship at IUCEA is 30th June 2025, EAT by midnight.
Note:
- Applicants with academic qualifications obtained from foreign institutions must be equated by the authorised national agency (National Council/ Commission for Higher Education) in their respective countries.
- Applicants with supporting documents (transcripts, certificates, among others) in languages other than English must submit both the originals and copies translated into English by an accredited language translation provider.
- Candidates may apply to more than one University. But only one scholarship can be offered.
- Candidates who meet the scholarship requirements and have already been admitted to any university offering the scholarship can still apply to EAC-SMS.

Assignment Title: Independent Verification Agency for Results

The Inter University Council for East Africa (IUCEA) has received financing from the World Bank toward the cost of the East Africa Skills for Transformation and Regional Integration Project (EASTRIP) and intends to apply part of the proceeds for consulting services. The main objective of the Project is to increase access and improve the quality of TVET programs in selected Regional Flagship TVET Institutes and to support regional integration in East Africa.
The Consulting services (“the Services”) include: To conduct an independent verification of the achievement for DLIs under Components 1 and 2 before any disbursement of funds to the nineteen implementing agencies of the project. The verification will also determine the scale of achievement and thus the amount of disbursement under these components. The verification exercise shall be done once a year with the first round expected to commence in July 2025 until December 2026.

The IUCEA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are::
- At least 15 years overall general experience of the firm in Monitoring and Evaluation.
- Should have handled at least two similar assignments in sub-Saharan Africa in the past ten years. Provide appropriate proof of the same.
- Be a registered firm, with an address in an eligible country and not debarred by the Bank.
- Existence of appropriate technical teams as required in ToRs and managerial Team in the firm to deliver on the assignment.
- Proof of any of the specific experience/assignments above, covering more than one country will be added advantage.
- Have professional experience in monitoring of projects which includes collecting data, analyzing data, documenting findings, and creating and presenting reports with possible solutions.
- Be financially sound with well-maintained Financial Statements based on audited books of accounts for the past two years
NB. Key Experts will not be evaluated at the this stage. Only documentation provided in English or if other language is supported by translated version shall be considered.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Issued July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.13 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy and are required to provide supporting documentation of the same. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.

INVITATION FOR TECHNICAL AND FINANCIAL PROPOSALS FOR MID- TERM EVALUATION OF THE EAC SCHOLARSHIP PROGRAMME

Project Objective: The Programme is intended to contribute towards the promotion of the EAC’s Regional Integration agenda by supporting postgraduate students and their role in fostering awareness for the East African integration process and creating change agents.
Requested Consultant services:
This invitation for consulting services will be guided by the latest version of the “KfW Guidelines for the Assignment of Consultants in Financial Cooperation with Partner Countries” (refer to homepage of KfW Development Bank www.kfw-entwicklungsbank.de).
IUCEA is seeking an independent consulting firm to undertake a midterm evaluation of the programme. The evaluation should clarify whether the current concept (including fees and stipends) and support measures are sufficient to achieve a diverse and highly qualified learning population (regional, gender, professional background, marginalized communities).
