Horn of Africa Coordination Support Team Fiduciary Institution Project
IUCEA invites qualified individual consultants to express interest in two senior assignments supporting the Horn of Africa Initiative.
Project Background
The Inter-University Council for East Africa (IUCEA) has received financing from the World Bank toward the cost of the Horn of Africa Coordination Support Team Fiduciary Institution Project and intends to apply part of the proceeds to consulting services.
The assignments will strengthen coordination, stakeholder engagement, results monitoring and strategic communication for the Horn of Africa Initiative.
Consultancy Assignments
Senior Program Officer — Officer-in-Charge
Procurement Ref: UG-IUCEA-577529-CS-INDVThe consultant will be in charge of the Horn of Africa Initiative Secretariat in Nairobi, Kenya, and manage high-level stakeholders under the Initiative, including Development Partners and the respective Ministers from the Horn of Africa.
Senior Operations Officer — Results and Communication
Procurement Ref: UG-IUCEA-577537-CS-INDVThe consultant will monitor and track key result areas and professionally manage communication channels and information for the Horn of Africa Initiative.
Who Should Apply
IUCEA invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested consultants should submit information demonstrating that they possess the required qualifications and relevant experience.

- Include supporting documents relevant to the selected assignment.
- Clearly identify the assignment and its procurement reference in the email subject.
- Demonstrate the qualifications and relevant professional experience required in the applicable Terms of Reference.
Selection Method and Conflict of Interest
Individual Consultant Selection
The consultants will be selected in accordance with the Individual Consultant Selection method set out in the World Bank Procurement Regulations, as revised in November 2020.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, November 2020, which set out the World Bank’s policy on conflict of interest.

- Prepare an updated and signed curriculum vitae together with relevant supporting documents.
