IUCEA mourns the passing-on of Ambassador, Lawyer, Prof. Costa Ricky Mahalu
11th March 2026, Kampala, Uganda-The Inter-University Council for East Africa (IUCEA) expresses its profound sorrow at the passing of Professor Costa Ricky Mahalu.
Prof. Mahalu served as a valued member of the IUCEA Executive Committee, representing private universities in the United Republic of Tanzania. In this role, he made significant contributions to the Council’s work to advance higher education and strengthen regional collaboration. He also served with distinction as the Vice Chancellor of St. Augustine University of Tanzania in Mwanza, where his leadership and commitment to academic excellence greatly enriched the institution and the broader higher education community.
Beyond academia, Ambassador Prof. Mahalu was a distinguished diplomat who served the United Republic of Tanzania as Ambassador to Italy from 2000 to 2006. His career reflected an exceptional dedication to public service, the rule of law, and the promotion of international cooperation.
An eminent scholar and accomplished legal expert, Prof. Mahalu devoted his life to the advancement of knowledge, the strengthening of institutions, and the promotion of regional integration. His wisdom, leadership, and unwavering commitment to education and diplomacy left a lasting impact on the academic and professional communities across East Africa and beyond.
